Lottery Approves Contracts with Casino Developers in NE Zone;
Will Vote Next Week on Contracts in SC Zone
TOPEKA, KAN. – At its regular monthly meeting today, the Kansas Lottery Commission approved contracts with two developers seeking to become lottery gaming facility managers in Wyandotte County (Northeast Gaming Zone). The contracts will now be forwarded to the Lottery Gaming Facility Review Board, which will select one developer in the Northeast Gaming Zone to construct and manage a destination casino.
The Lottery Commission approved contracts with the following developers:
Northeast Gaming Zone (Wyandotte County)
Kansas Entertainment, LLC (Hard Rock Hotel & Casino at Kansas Speedway)
Penn Hollywood Kansas, Inc. (Hollywood Casino Kansas City)
The Lottery Commission continued the matter of contracts for Sumner County (South Central Gaming Zone) to next week. The Lottery’s Director of Gaming Facilities Keith Kocher explained that more time is needed to review updated finance packages received last night after business hours from developers in the South Central Zone. The Lottery Commission has scheduled a special meeting at 11:15 a.m. on August 25 to vote on contracts in Sumner County.
August 28, 2009 is the deadline for the Kansas Lottery Commission to approve contracts with all developers that qualify in the Northeast and South Central zones. Approved contracts will be considered by the Lottery Gaming Facility Review Board, which will hold public meetings to help determine which contract is the best possible contract for each zone.
After contracts are approved by the Lottery Commission, each applicant has 30 days to pay a designated privilege fee of $25 million to keep its application in the running.
In approving contracts, the Lottery Commission must determine developers meet minimum requirements as provided in Senate Bill 66, the Kansas Expanded Lottery Act. Those requirements include local endorsement, having sufficient access to financial resources to support the activities required of a lottery gaming facility manager, no less than three consecutive years of experience in Class III gaming, and being current in all taxes.
The August 25 special Lottery Commission meeting will be held at the Kansas Lottery, 128 North Kansas Avenue, Topeka. Parties interested in listening to the special Lottery Commission meeting at 11:15 a.m. on August 25 may do so by accessing the conference line at the Lottery’s expense.
