Beginning at noon CT August 8, 2023, enter eligible Powerball tickets into PlayOn® for a chance to become one (1) of five (5) finalist to participate in the Powerball First Millionaire of the Year event. Finalist will travel to New York City, NY and participate in a drawing for a $1 million prize shortly after midnight on January 1, 2024, live on Dick Clark's New Year's Rockin' Eve.
ENTRY DETAILS:
Kansas Lottery winning or non-winning Powerball tickets purchased beginning August 7, 2023 at 4AM CT and entered into PlayOn starting at noon CT on August 8, 2023, are eligible for entry in the Powerball First Millionaire of the Year promotion. Eligible Powerball tickets entered will receive one (1) entry per dollar value of the ticket. (for example a $4 Powerball ticket will receive 4 entries). Each Powerball with Power Play ticket will receive double the entries. (for example a $3 Powerball with Power Play ticket will receive 6 entries)
Entries are automatically awarded upon submission of an eligible ticket into PlayOn.
ENTRY DEADLINE:
PlayOn members must submit eligible Powerball tickets by 11:59 PM CT on September 24, 2023 to be eligible for the drawing.
SEMI-FINALIST ANNOUNCEMENT:
Twenty (20) Kansas Lottery semi-finalists will be selected and announced at approximately noon on September 28, 2023.
SECOND CHANCE PRIZE INCLUDES:
Each semi-finalist will receive $1,000 Cash and a semi-finalist position for a chance at a finalist position in the Powerball First Millionaire of the Year promotion. The Powerball First Millionaire of the Year event, details, and prize distribution will be executed by Multi-State Lottery Association.
GENERAL RULES:

- The prize packages are subject to all “official rules” and restrictions for this drawing, all rules and regulations of the Kansas Lottery, state and federal law.
- State and federal withholding taxes are the responsibility of the semi-finalist.
- Must be 18 years of age or older to enter, win, or claim a prize.
- Submitting an entry into the drawing constitutes authorization to identify publicly the name of the person whose entry is drawn.
- Each entry ticket may only be used one time as an eligible entry into the drawing.
- Kansas Lottery retains the right to substitute an alternate prize of approximate equal value.
- Players may enter as often as they wish, but may win only one prize for this promotion.
- Need not be present to win.
- If chosen as one of the five finalists, the Finalist must travel on or about December 29, 2023, and January 1, 2024, to participate in the grand prize finale.
- Odds of winning depend on the number of entries received.
- An email will be sent to the semi-finalist’s email address in their PlayOn profile with an electronic claim form attached, followed by the same documentation sent by U.S. mail.
- Semi-finalists must return their completed claim form electronically, by U.S. mail, or hand-delivered to the Kansas Lottery claims center within 10 calendar days following the date of the winner announcement or the next eligible entry shall be declared the semi-finalist.
- If selected as a Finale finalist, prize package trip fulfillment will be handled by Multi-State Lottery Association, or their third party provider.
- Kansas Lottery is not responsible for electronic malfunction or player error.
FINALIST SELECTION PROCESS:
- MUSL will supply participating lotteries with details regarding the prize package and all-related rules and guidelines.
- Participating lotteries will host promotions of their choosing through any avenues – players clubs, rewards programs, raffles, etc. – to generate a certain number of semi-finalists designated by MUSL.
- Lotteries will provide MUSL with the names of their semi-finalists no later than November 6, 2023.
- MUSL will randomly choose five (5) finalists through a digital draw system from the names of all semi-finalists provided by the participating lotteries.
- MUSL will provide the names of the five (5) finalists to Dick Clark Productions, and Dick Clark Productions will conduct background checks, arrange for execution of appearance releases and other documents, and handle fulfillment of the prizes.
TRIP PRIZE DESCRIPTION:
The Trip Prize consists of a four-day, three-night VIP trip for the finalist (“Finalist”) and one (1) guest to New York City, NY (“NYC”), from approximately December 29, 2023, to January 1, 2024, to participate in a drawing for a prize in the amount of One Million Dollars ($1,000,000) (“$1 Million Prize”) to be conducted shortly after midnight on January 1, 2024, during the live television broadcast of Dick Clark’s New Year’s Rockin’ Eve on ABC (“Program”). The Trip Prize shall include the following elements:
- Round-trip, coach-class airline transportation for two (2) people from the major airport nearest Finalist’s city to NYC (if within 250 miles of NYC, rail or ground transportation to be substituted)
- Three (3) nights’ hotel accommodations at a Times Square hotel (selected by Prize Provider in its sole discretion) in NYC (double occupancy, room and tax only)
- Two (2) tickets to a welcome event and group dinner at a venue to be selected by Producer on December 29, 2023
- Two (2) tickets for a private NYC excursion and entertainment experiences to be determined by Producer (e.g., Broadway show, holiday dinner cruise on the Hudson River, etc.) on December 30, 2023
- Two (2) tickets for a VIP New Year’s Eve dinner and entertainment with other Trip Prize finalists and their guests and a private New Year’s Rockin’ Eve experience
- Two (2) gift bags, each with a retail value of at least Two Hundred Dollars ($200)
- All meals while in NYC, including the Welcome Dinner on December 29, 2023, and the NYE dinner on December 31, 2023
- Spending money in the amount of One Thousand Dollars ($1,000)
- Ground transportation to and from airports, hotel, and activities in NYC
The approximate retail value of the Trip Prize is Twenty Thousand Dollars ($20,000).
Finalist shall not be required to travel to NYC to participate in the drawing for, and to remain eligible to win, the $1 Million Prize. Finalist may appoint a proxy to take the trip instead, subject to the Trip Prize Terms and Conditions, but Finalist will still remain eligible to win the $1 Million Prize.
Finalist (or their proxy) may also have the opportunity to participate in the recording and production of the Program and/or appear in the broadcast of the Program, provided that Finalist completes and signs all required releases and forms and consents to a background check. If Finalist appoints a proxy, the proxy must complete and sign all required releases and clear the background check in order to take the trip. In the event that Finalist's designated proxy does not clear the background check, Prize Provider reserves the right, in its sole discretion, either to (i) allow Finalist to appoint another proxy to take the trip (subject to background clearance and Prize Provider deadlines); or (ii) allow proxy to travel and to appoint a second proxy (selected by Prize Provider) to participate in the Program.
For the avoidance of doubt, Finalist's eligibility to participate in the trip and/or the drawing for the $1 Million Prize is not affected by Finalist’s failure to complete and sign all required release and forms and/or to consent to a background check and/or by any information obtained pursuant to a background check, but those failures may affect the nature of their appearance and/or degree of participation in the Program. While Finalist’s eligibility to participate in the drawing for the $1 Million Prize is an element of the Trip Prize, the opportunity to participate in the recording and production of the Program and/or appear in the broadcast of the Program is expressly NOT an element of the Trip Prize and is determined by Prize Provider in its sole discretion. Prize Provider reserves the right to appoint a proxy to appear and participate in the Program for Finalist for any reason as it may determine in its sole discretion. The appointment of any proxy shall not affect Finalist's eligibility for the $1 Million Prize.
